Undertaker is the spirit of Wrestlemania! He brought balance to the match.
From a history and character standpoint, Austin was the better choice to go face-to-face with The Rock. But I think as far as the match flow goes, Undertaker worked better. I mean gong hits, the lights go out, gong, the lights come back on, chokeslam, gong, lights go out and everyone is out of the ring except for Roman, Rollins and Cody for that great storyline chair spot with Roman having to decide who to hit. He hits Rollins, Cody blocks the spear, 3x Cross Rhodes and pin.
If it was Austin, it would've been the glass breaking, Austin comes down the long ramp either walking or driving an ATV to get to the ring faster, he gets in the ring, he and The Rock exchange punches, eventually Austin hits the Stunner, Rock falls out of the ring, Austin follows Rock out of the ring and he continues to beat up Rock, which distracts from the chair spot with Roman and Rollins, and distracts from the finish.
Using Taker gives you the chance to do what you need to do and move on. Keeps the fans' focus on the ring where it needed to be.
Austin in a hoodie could probably have been snuck in fairly easily. Glass shatters looks at ramp, Austin sneaks up from behind, Stunner, middle fingers, leave. Austin's done sneak attacks before.

I think if it had been Undertakers face on that truck there would not have even been a question as to if he was the right choice or not. Plus it’s Wrestlemania it’s practically his show, I’ll never be disappointed seeing him. Still would’ve been cool to have Austin and I understand why people would’ve wanted him but at least Undertaker had threads with Roman too.

HHH, Taker, Foley, or any of the Attitude main characters is a great choice.
The absolute best choice for story, pop, emotions and surprise, in my opinion, would've been Dustin Rhodes with half Goldust make up (and an AEW T-shirt as a compromise from WWE). But Hell needs to freeze over twice for that.
Undertaker has history with the bloodline. Yokozuna in the early-mid 90s, The Rock and Rikishi in the late 90s, Roman in the late 2010s. Probably more, in top of the whole “conscience of the WWE” thing, facing Dusty in his first WWE match. Taker makes sense.

Jack Perry's gimmick is "I got choked out by the old guy on the other channel". Even if you see it another way "I was assaulted by the old guy on the other show and didn't defend myself" How the hell can he use this to get over.
Maybe by not sticking to his irl story and drifting away from the specifics. Like use the opportunity to make "cry me a river" a catchphrase and become a austin-esque heel/tweener rebellious agent of chaos or something. Idk.
I mean the problem with that is AEW airing the footage. We ALL saw Jack do absolutely nothing.

From a story perspective. Final Boss Rock would've squared up to a returning Austin and may have actually beat him because they've always been close to equals. A Dead Man returning to the Grandest Stage on the other hand? Rock's face sold the shock and disbelief that allowed Taker the chance to Chokeslam him. I mean, back in the day, Rock wasn't even the final boss of the show he helped name. It was always Taker.
Hot take: Undertakers Streak is actually not good. No Hogan, No Rock, No Austin, No Warrior, No Savage. Past prime flair, HBK, Cena. Before prime Orton, Edge. Most of his wins are against mid carders.

From my limited exposure to ECW storylines, I'd probably argue that the Mick Foley storyline was possibly one of the best stories they ever told. The most extreme of men no longer wanted to be extreme because of the damage his body has suffered is quite a compelling story for a promotion like ECW.
I don't know if people are forgetting this after a near decade, but it wasn't just the spectacle or the story significance that made Seth cashing in at Mania the best of all time, it was the fact he was _saving Wrestlemania_ while doing it. People did not want Brock or Roman to win and the main event was gearing up to leave everyone with a sour taste from Mania again, then Seth's music hit and it electrified the audience and now people have a pretty good opinion of Wrestlemania 31 in retrospect. I doubt too many people call it great, but I guarantee if they just had a normal Roman vs Brock match where Roman won the title clean everyone's rating of that Mania would be 2 stars lower.

ECW Hardcore TV was what I’ve heard referred to as a “magazine” style show. Like it was a bunch of highlights with one or two full matches per episode. It made you sort of have to actively follow it. I got in in late 97 so the zani-ness of Raven and Sandman and Dreamer was gone and it felt more wrestling centric at that point. The WWF invasion with RVD and Sabu and interchangeables vs Team ECW was in full swing. Title chases meant more. It was less soap opera Jerry Springer bs by the time 98 rolled around.

I think Triple H made the most sense because The Rock’s Final Boss character is reminiscent of Vince in the sense that he’s making the calls, telling Triple H at the Press Conference to fix his show. It’d had been very poetic for H to come in and attack Rock, cementing that it’s HIS show now, same way he’s taken WWE into the new era without Vince.

Storyline wise, Taker was the WWE’s final boss since ‘91. Made sense for him to take out the ‘false final boss’, the Rock. If he came out in gear and announcers called him “the conscience of the WWE” the story would have been more clear and people wouldn’t be talking Austin as much. As it was laid out, Austin would have been better

Taker was the locker room leader who kept wrestlers in line as a shoot, and as a work, Rock was way out of pocket. As was Roman. So Taker shows up looking like Marky Mark at the end of Departed and settles it. I like it a lot.

Considering how his last appearance went down Id say that the most sensible person for that spot was Brock Lesnar. Bloodline ties, the Cody endorsement etc, Brock would have been perfect. I think Stone Cold made more sense based on the fact that the last mania in Philly was Rock vs Stone Cold and they probably have the greatest rivalry in wrestling history.

Taker was absolutely perfect for that spot. He's long been the "final boss" of WWE and honestly, it's WrestleMania. Undertaker doesn't need a reason to show up at WrestleMania. It's his yard, and he has history with the entire Samoan family. "Austin would've been a great pop," as if Taker's pop wasn't NUCLEAR. No one was expecting it, and it made it that much more special.

FACTS! I’ve been saying the same thing. Brock had beef with Roman (going all the way back to 2015 with their on again/off again rivalry) and the Bloodline. I also believe Undertaker was the right choice due to him being the True Final Boss.
I don't think he was the right choice for two reasons:
1. This felt like a collection of famous rivals. Rock and Cena, Rollins and Roman, Cena and Solo, Cody and Roman, Rock and Aus.....Undertaker? They were never big rivals.
2. This felt like a passing the torch moment from all THE guys that are still able to wrestle. Undertaker was never THE guy. Everyone else was.
