I was 16 took the multiple choice permit exam finished in a few minutes and the middle aged lady next to is crying head in her hands with "Failed" on screen and her waiting friend says"YOU FAILED AGAIN? 4 times!" A child could read that pamphlet and pass.
Why don’t I see police in USA just use a breath test on people they think are under the influence at any traffic stop ? In Australia every single time we get pulled over by police they always do a random breath test on us drivers
They eventually do. But you have a right to say No and then they take you to jail if they suspect you are drunk and then get a warrant from a judge for a blood test to determine your BAC. Just more hoops, the justice system in America is weird though and most Americans don’t even understand it.

If they didn't defund the police, the department would have the money to provide her with the treatment she needed that same night (i.e., bring crisis intervention officers to help and take her to urgent psych care, per her late night call to 911, telling the officers she wanted help).
