Well, for starters, Ryougi Shiki is a woman. On top of that, she wears a variety of kimonos, with blue being one of many colors she's worn. Her knife is different. It's an actual fighting knife compared to Tohno Shiki's fruit knife. They both have Mystic Eyes of Death Perception, and a knife is the most convenient tool to have around to cut the lines they see. They could use their fingers, if they wanted to hurt themselves.
