I think I know. In the context of the song the singer is pursuing a "good girl" so she probably is pursing him back romantically. You know how there's a line crossed from attraction to lust? He wants to cross that line but cant because those lines are blurred it isn't one or the other as she's trying to save face while in this relationship but since its physical hints there's no verbal yes or no.
