I've seen them in some spots close to where I live. Apparently they're an annual and can be controlled by either cutting them down or pulling up the roots. However, you can't uproot plants on land without the owner's permission.

Perhaps you already know that the tall weeds you mentioned are called Himalayan balsam. It has very attractive flowers but its an invasive species.

Phil, those weeds are the notorious Himalayan Balsam, a non native invasive species.
I haven't come across Walfox either, had to look them up.
