Ok, but I think this shows something interesting. Azshara has a heart. That doesn't make her good, or any less cruel, but I think (and again, this is my interpretation) that on some level, she cares about her people. She could have just escaped from the city, but instead she tried to save it. When N'zoth was making a deal with her, she also bargained for the lives of her citizens. While no, I don't think they were the primary reason, I think a part of her cares, even if it's a small part.

She only "helped" her people cause she knew they will adore her even more for "saving" them. If she would knew they would turn against her no matter what choice she would make, she would just let them drown or ask Nzoth to brainwash them.
