If u want.to use preset and clear then u can.use and just short all preset and connect them to vcc and short all clear and connect th.to vcc Of u want to set all flip flop.at same time then preset of all flip flop =0 and clear =1 For Initialize counter set clear at 0 and preset =1 And if u want
We can use preset and clear both But in mod 8 or 3 bit counter we are counting all 8 possible combination. There no truncation of any state so we can either use or not depends on u If u r connecting then at the time of counting both should be at high state. Still any doubt u can ask
