If there is a decimal number, how do we select j in case of decimal scaling? ex: 10.25,8,10,12.1

In Z-score method, value for 8 is -0.97 which does not fit between 0 and 1... Is it correct representation?

why n-1 for standard deviation??
Range =(-115) to 75
value =(-60)
2 nd value =15
new range = (-25) to 25
I have tried with these number it did not work could you please help me to normalize these values .I was trying to do it in excel .

what if the new value to be normalized goes beyond the range as an example 98001, then what do we handle that in min-max normalization?
just change the max(A) to 98001 instead of 98000
