Penelope was/is an extremely insecure person, which is what led her to write about Eloise and Theo. If not for her manipulation, Eloise would've perhaps explored her political side more. Whenever she feels someone has wronged her or doesn't do what she would've liked, she ends up dissing them in her column. S3 did not show any redemption in these qualities, she still is the same person, just got a physical makeover, and is now in the open as LW.
