Hi Phillip. By restoring force we mean the ability of the file to go back to its original shape (usually straight). Therefore a soft metal will have a low restoring force, as it's flexible and doesn't work hard to go back to its original shape. A stiffer file will have a higher restoring force as it pushes hard to stay straight.
