You're assuming that their job is to serve and protect their communities. Here in the US, our courts have decided they have no duty to do that, your safety and security are your own problem. The job of "law enforcement" in the make arrests that lead to convictions and to issue tickets that generate revenue for the state. Protecting you, preventing crime, restoring your property, maintaining the peace? Not on the list.
