Yes, on camera it looks like Powery Mildew, but it is actually the residue of a spray product that does make scouting for powdery a bit more difficult.
theres plenty of native soil that works. I dug up about 40 gallons of clay-heavy soil and added perlite and sand to it and things grew amazing from it.
