He had scolded Yu Tu previously because he thought he had nothing to offer Jingjing. So he is super proud/happy he finally got over his insecurities and got the girl he loves.
Everything else aside, I found it hilarious because they were suspected as spies and Yu Tu became very uncomfortable with the punishment these guys will get.
Because Yutu was once said they're just friend that he has nothing to give her, JingJing has a life that far from his. And his head chief told him that he's so disappointed because Yutu has a work life status that also can be proud of. So when Yutu finally dating her, the head chief cough like maybe a lil mocking like hahahaha you were said ridic thing before bout you can't be with her 😆😆

Those are prone to stealing and it's government related so Yu Tu has to be very careful of leaking anything about it. Even his identity-reveal in public is already a risk for his job which needs constant security and having a public figure for a girlfriend esp one that is trending all the time is another risk of exposure, a great one at that. Govt security is only doing their job to keep the country safe. That's why Yu Tu and JingJing didn't get offended coz they understood. And the couple themselves are doing their own share of maintaining a lowkey relationship. It was the tabloid reporters' fault for doing what they did. They knew it's a restricted and govt owned community/area, so they should have known that doing some sneaky stuff is dangerous. Obviously the area is heavily monitored although it may not look like it. So of course, they won't go unnoticed.

It's spaceflight institute, not a government building.
Government building would be like police stations, fire stations or somewhere the mayor works.
