It's EXCEPTIONALLY hard to find this music by trying keywords related to Guile and Street Fighter. Thank god I found a forum which has linked guile's theme to this by having searched "Yoko Shimomura plagiarizing". Not that I think it was plagiarized, but I really wanted to find this song again, and that was the only way I managed to do it. A friend showed me this years ago.
All of a sudden the SFEX+@ soundtrack makes so much more sense. I thought fusion jazz didn't really fit with Street Fighter until I heard this. Also, there's the Rockman X1 Arranged album by Alph Lyla...
Thing is though, the old school SF2 composer and the composers for SFEX+a are a completely different set of people. I wonder though if they know each other or have worked on some others project together.

Surprisingly that's mostly how music evolves throughout time. Authors make versions of versions of songs they like/are inspired by, coming up with newer versions of their own. It's kinda like the nature of how art is made, unfortunately this is a very difficult concept for most people to get since a lot of them holds a view that goes in the opposite direction (like thinking that art is "originally created from the will of the artist", something that in my experience is at best imprecise).

Street Fighter 2 heavily sampled this. Copyright seems a lot looser in Japan, if both of these companies had been American, there certainly would have been a lawsuit.
I worked in music copyright and there would be no case here as the songs have more than enough differences to be their own things. It's obvious that influence was taken, but that's true of every single piece of music ever written.

この曲は、小学生の時の運動会で、ラジオ体操のような位置づけで『ストレッチ体操』というのがあって、そのバックで流れていました。30数年を経て、初めて曲名を知りました。しかも、T-SQUAREの楽曲だったんですね😃

0:00 to 0:21 most people hear guile's theme but i hear castelvania rondo of blood instead.
You can hear a little of Roll's theme from Marvel Vs Capcom and Tatsunoko vs Capcom in there a little.
