custom setting == Everything you do in SF setup?
or just a new feature to replace old, odd way of storing config/data in a object/field for use elsewhere.

Custom Settings have been around for a while now and are a great way of replacing config data you make have stored in a custom object previously. Great use cases include having a flag that enables/disable triggers. They also do not count towards SOQL queries if accessed correctly through apex. Hope that helps!
