For some reason, the Hunters being a 3rd wave is a scary thought. So much lore and story with this series it's vastly under-rated just because it's initial release was a bit overhyped. Sidenote: I think the Division would make for a great TV series at some point.
They are making a live action movie with Jake Gyllenhaal as the main character, been in production since the first game, I haven't heard any news since 2016 about it, look into it

Maybe you are but they still kick my ass: The only encounter I've had so far was the result of shooting a light bulb, the local hunter then spawned right ontop of me, smashed my agents head in with the butt of his gun and ninja vanished immediately after. I guess that light bulb held some sort of special value to the hunters.

There are hunters in Division 2, there is a certain side mission where you meet UNKNOWN who is probably a hunter because he uses the shock ability on the player, but won't kill you for some reason. Maybe its because you aren't what they are hunting for

This and the last were good videos. If hunters are third wave, any speculation on why they use almost exclusively russian weaponry? I think that also has something to do with why people think they are russian government agents. And PS... we may find out more in the SHEILDs which give snippets of popular lore. Such as the history behind the rioters "ALEX". So maybe we wont have to wait for TD2 for more info

I actually mentioned to my friends that the hunters are the third wave to wipe out tracers of the division and any involvement they had with the government etc to prevent them from going rogue. I thought about it before this video and tbh it resonates perfectly
Especially since they saw Keener was Rogue and they didnt know until the second wave came. Then Keener leaves and the second wave...isnt needed anymore after youve taken down the factions
This was the BEST breakdown of my favorite division mystery. I hope it's the 4th option or even the cut off agents from wave 1. Either way I really hope they expand the lore in div2.
One of my favorite things about the division that seems to go over most people’s heads has always been the lore. The clues and small details are all there, and piecing them together gives us several crazy possibilities. This was great content, I’m a new subscriber.
I'm thinking more theory 3 but slightly diffrent. Again only slightly. The hunters are the clean up crew from the government, all agents are classified given advanced technologies and sent in to reestablish order. With the hunters established in survival to me this makes the most sense. By the time survival hits the second wave has essentially completed that mission. A strong Base of operations has been established, the JTF has regained strength and a foothold back in the citynot to mention has leadership again, most gangs have been mostly destroyed with there leaders eliminated and the whole point of survival a potential cure (aside from all the notes and research already recovered) so mission accomplished but now you have all of these classified agents who have been given essentially unlimited jurisdiction to accomplish there goal. As well as the agents now know classified details of what happened what is the easiest way to strip power and ensure information stays on need to know basis and only the story you want is the one released. Elimination of all assets that could compromise it also the government probably wants to cover up that they have sleeper agents inbeded inside our population. The watch trophy simple it contains id and gathered information, it's recovering classified Intel and serving as a roll call of all deployed agents to make sure they are silenced. Great Job! Can’t wait to see the Hunters in Division 2! Blame the Hunters on Colonel Blitz; He “Died” so he could be/activate the Hunters. Colonel Blitz was tired of the LMBs rules and limited scope. He formed/used the LMB to gather intel and see what forced on force with Division agents would be. The Hunter project was a DARPA Black project and the unit is under Col. Blitz command. The Hunters live and train in a secure Bio-Sphere and completely isolated not even internet or TV access. The training they go though is Military special forces and astronaut training. DARPAs primary goal was to create soldiers of the highest caliber for on world and even off world combat missions. This information is classified; regrettably I am not authorized to divulge top-secret information to you.
I like the 3rd theory the most. Would explain why many agents go Rogue if they were to find out who the Hunters really are. Another reason why as an agent, I'd go Rogue as well.
I thought that too, that they're Elite agents themselves within the Black Tusk. But they will engage them too it seems. The four you can spawn will attack any and all people, including Black Tusks. But if there was a faction they'd be a part of, that was my guess as well.
I don't think it's bad for Hunters to be in the underground. They never fight alongside the hostile factions and appear a short time after you clear an area. My theory is that they are constantly tracking your movements and waiting for their time to strike in the underground. WSP Hunters are ridiculous though.
I think the hunters are like the clean up crew I think that they are there to eliminate all traces of the collapse you know the brush to sweep it under the rug
I like that last theory, very interesting and paints Aaron Keener in a different light... One more thing about Hunters, in the dark zone, they fight and will be fought by any other faction. In underground, you don't know if they fight other factions because they won't attack until all NPC's are killed (even roaming patrols of other factions) and it's only agents that are alive. But West Side Pier is about factions coming together, even Hunters in resistance..
Pretty interesting looking back at this - SPOILERS FOR HIDDEN ALLIANCE BELOW - The new lore on Hunters are basically this. Calvin McManus (which is head of Homeland Security) possibly noticed and disliked the SHD for that he doesn't have authority over the agents so he made himself a new Division that are similar to the SHD in every way. I don't know how long the Hunters were hunting Agents so I'm gonna assume the night that the Dark Zone was lost is when the Hunters started hunting agents (the first wave) It is possible that Natalia and Calvin are in a alliance together. Natalia with her Russian originated PMC called the Black Tusk "secure" America so that Calvin would be in authority over America (with his Hunters) Black Tusk do have a program called "The Hunter Program" which sounds like a training program to make soldiers in Black Tusk become a Hunter
It makes the most sense to me that the Hunters are a completely separate part of the Division, used as a containment for agents who have gone rogue. They target First Wave agents because most of the ones who are still alive are rogue, but they also don't want to take chances with the Second Wave. They are a step above us, and the Division didn't even tell us they existed. This is why they have better gear and weapons than us, this is why they can disrupt us, and it's why they can wear a mask without a filter (no, there is no possible way that the Hunters fit a filter into those masks.) because they're a step above us, they already found the cure, and they don't want us to get it too, and to avoid being called traitors, they simply have to tell everyone that the situation was too bleak to try and save anything, so they killed us.
I hope they expand more story on the hunters in the upcoming content. It would be awesome if they add more hunters for us to track down 🤓🙏 here's hoping.
First time I heared about the 3rd wave-theory, but I find it the most probable of those three. In my opinion the second one is the weakest, because I can't imagine, why they shoulnd't realize they are fighting a second wave. Thanks for the vid! :-)
I like this 4th theory. It makes the fact that Massive chose D.C. for other reasons. Maybe to push this theory along. After find going evidence on the origins. D.C. would be the place to find it.

@@papurrurru , you need to try Survival DLC, it is amazing, nothing else like it. You dont have to worry bout player population cause you enter in and select GAMEFINDER not matchmake and it will put you in a lobby from a few seconds to 6 minutes max. Then get ready for a unique experience !
I know right, I think this is one of the main reasons I dont like this theory. It just seems too easy to "blame the Russians". Its been used in so many main stream movies since the 70s, I'd like to think we've moved on from this!

I agree that the Hunters are first wave agents doesn't make a strong case; what with the totally different approach the Hunters take to bring down enemies while being equipped with better armour and weapons. Hmm the Hunters could have been the product of brainwashing and their only objective is to kill all Division agents. +NGN Gaming I myself have a different, although somewhat similar to your Nr. 4, Theory regarding the Hunters. I think they are an Elite LMB unit that was created and, after Aaron Keener's betrayal, sent out to kill Division Agents. They were created as Col. Bliss grew increasingly suspicious of the Division Agents under his command and became increasingly anxious about the progress the Second Wave was making. Firstly, the LMB has a motivation to kill both First and Second Wave Division Agents due to the 2nd Wave interfering with their plans and Aaron Keener and the First Wave betraying them during the UN Assembly Mission. Secondly, the LMB has had access to the technology of the First Wave due to Keener's cooperation, allowing them to reverse-engineer some, but not all of the gear, explaining the somewhat limited selection of skill the hunters have. If they were the Third Wave, I think they would have either additional or improved skills ( just like the second wave has over the first wave) or use skills that make it less obvious that they are Division Agents. The LMB also have functioning EMP technology in use as grenades by their Rushers, similar to the disruption tech/EMP pulses Hunters use. Due to the betrayal, they no longer have access to the SHD network, thus the Hunters have to collect Agent watches for information. As a third point, this also explains the extreme brutality, or rather, ruthlessness, the Hunters display when killing Division Agents. Thia also matches with the "revenge" motivation against Aaron Keener in your 2nd Theory. The Supply Drops could be delivered by an LMB splinter faction that has control of some LMB aircraft, or they could be unrelated to the LMB, This would also explain their appearance, white tops with grey/brown pants or camo uniforms with added black protective gear, a color scheme found on many LMB soldiers (Grenadiers, Elite Riflemen) and the use of face masks, as all LMB units cover their face. I'd love to hear your thoughts on this and if you have any comments and, of course, counterpoints, I'd love to discuss them.
Πασχαλης Μπανδας I figured what better way to understand who the Hunters are and where they come from than to actually play as them...even if it came in the form of DLC and consisted of only a few short missions. That would be awesome!
Awesome video dude! I hope we get more story for the SHD and the Hunters in TD2 as well (I'm a story hound)! On the Division subreddit, I combined a few of these ideas into a theory that is pretty similar to your 3rd Wave theory. However, I had this 3rd Wave as a check to the 1st & 2nd Waves' sweeping powers, created by the SHD to stop agents turning into mini-dictators and so on, and to be activated to get rid of the rogue agents. However, I posit that the enemy within the government (mentioned in the TD2 trailer), activated these Tier-1 personalities to get rid of all of the Division agents, on the pretext that they are all rogues. It's not a perfect theory, but it provides some backstory. Like you say, I doubt they're Bodark/Spetsnaz as the Green Poison is a global catastrophe, and the Russians will have their hands full maintaining internal order, never mind subjugating the US. I also hope that TD2 includes ECHOs (assuming they're going to use ECHOs - that was a cool story-telling mechanic) that point to the origin of the Hunters.
Before anyone says that they are apart of the black tusk, let me remind you that throughout the entire black tusk storyline we didn't get one hunter sent after us and we were basically messing up all their plans lol
Now that we know hunters are actually part of homeland security and are led my McManus I’d like to think hunters where actually meant to be division agents but showed great combat ability and deadly tactics they where pulled from selection and organized into a more secretive organization “the hunters” they where given armor and the combat masks to hide their identity and better firepower to make them more effective in combat with the added bonus of having them fitted with SHD tech EDIT: I also think the collecting of Agent watches and Isaac uplinks could be either a sport for the hunter’s collection watches as trophies or they collect them as a form of intimidation the division and its agents ain’t a secret everyone knows them and their icon watches and if I saw a dude heavily armed with these watches all over his vest I’d avoided him
I think the third one is out completely as in Tom Clancy lore WW3 does break out and The Division is smack in the middle of it which is another reason why the Government couldnt do too much. If your wondering the War is between Russia, United Europe and the USA. This is coming from a Tom Clancy game called Endwar which explores the WW3 and it is mentioned that a Smallpox Virus has broken out and is being quarantined. I personally like the Fourth option the most as well as the last thing the US government needs is highly trained killers going rogue Edit: I think its also a possibility that they could be older Ghost Recon Operatives? They had stealth technology and generally fit in with a lot of the requirements for the fourth one. The reason for this is that most Ghost teams were put onto JSF ( Just another American Special Ops ) and the older ones who maybe werent necessarily fit for full on combat with a superpower with better or on par tech so were put in to fight with rioters and considering they have elite government and military training along with years of war they could be more than capable of taking out an agent. They also worked in small teams effectively and could have been put in the Dark Zone to help out with the wall during the time of the JSF prime. They would also be extremely loyal to the country and the viciousness of the attacks could be old grudges or PTSD even which is why they weren't able to be put into active combat. The supply drops could just be general supplies for the Ghost team depending on who they are hunting as their sole goal might not be to kill agents. Anyway im blabbering on and i think its a bit of nonsense anyways but its fun to speculate.
one problem is that the division is not part of the "canon" story, there are two universes in the Tom clancy "canon" ghost recon, splinter cell, hawks, rainbow is the real canon universe. the division is a what-if universe like what happen if all fails.
i support the third theory the most. in ghost recon: future soldier there are two factions. the ghosts and bodark. i feel like they are bodark operatives not only because it was in tom clancy's lore but because on back of their lower leg they have ballistic knives and the only group of armed forces that officially used ballistic knives were the spetnaz, so if bodark are rogue russian special forces then it means they were once spetznaz and had used ballistic knives before and had also received advanced combat training in their training. but the only problem with this theory is that the masks in the division 2 have names like "midas" it makes me seem like there is a possibility that they are either third wave or something completely different

I thoroughly enjoyed the breakdown of the hunters and possible theories. I never met them in division 1 but questioned who they were in division 2 with the first meeting on a mission. They were never really explained as to who they were, abilities, or motivations and I questioned why.

Nope I was wrong, it was a mashup I put together using a number of different tracks of the The Division soundtrack. The music I use with most videos is usually from the game's soundtrack, but I modify them (sometimes quite considerably) to work with the footage.
Can't imagine encountering Hunters in DZ. Imagine you minding your business in DZ and suddenly ISAC goes"warning high level threat detected nearby", then your HUD gets jammed and guns goes blazing...
How I always think. The division have a lot of secret story, and also a lot of interesting Lore! Just bad that the gamer didnt met that levels. But god, i Love all the faction of the division. And I hope that for the division 2 we can discover what Is the goverment hiding

I think the hunters might be rogue agents working as mercenaries for the other factions, the Black Tusk in particular, or even Keener in some aspect, who specialize in killing SHD agents. I mainly have a few reasons for this theory: 1. They don’t seem to have any goal other than killing the division. This could come down to the others theories mentioned, but it could be them either building a reputation, testing their skills, or they’re stirring up trouble to give Keener a smoke screen to work. And once they move to DC, they seem to do less, only coming out when summoned. 2. The ways you summon them could be seen as meeting locations, with specific codes. For example, one trigger for summoning the hunters is found in a tunnel where you find a laptop and an echo of the Black Tusk sabotaging the SHD network. After triggering the laptop you go to a location on the map above the laptop, where you shoot out a light to summon the Hunter. The location could indicate the Black Tusk has had some involvement with the Hunters, the laptop could be a way of letting that hunter know to meet them at the location, and the light could be used as the “all clear” signal to meet. 3. They don’t seem to have a uniform that makes sense for a Black Tusk unit. They may work for them, but given the design of some of their masks in the division 2 and WONY, it doesn’t make sense to have a dark unit of yours that meets in secret to have such extravagant face masks; that is unless they want to stand out to appeal to others who may want your services. This could be their way of branding themselves and the Black Tusk, Keener, or whoever just decided to take them up. 4. The watches could be a way of them showing off their work to potential clients, as a sort of resume, proof of kill, status symbol, etc. After all, I’d assume if you’d want an effective killer hunting division agents for you. I could be wrong but that’s the best guess I have. That’s my two cents worth, hope you all agree.
I like the third wave theory, and I know the two universes are separate but I like to believe they are the equivalent of what remains from the ghosts tasked with hunting down "rouges"
Considering that the loot everyone picks up from supply drops is usually 3 items, it's fair to assume that the Hunters are one step ahead of everyone when it comes to getting the loot earlier which means they get the location of the drop zone before everyone else does. Faye constant battering about supply drops makes it clear, the Hunters are the Third Wave tasked to seek and destroy First Wave agents as well as Second Wave agents in a way to maintain secrecy as they cannot be seen fighting other agents, it's also fair to assume that most of their targets are First Wave agents due to their betrayal. There's many things in play when comes to the Hunters, one of them is their covered masks with different paints, for an example one of them has black/yellow colors together to make themselves look like a Cleaner, another has a NVG goggle equiped to make himself look like a LMB soldier. They are multi-tasking and they aren't out for First Wave or Second Wave agents, they're out for *everyone* Still the theory stands, the Second served their purpose now the Third's up for a massive cleanup operation.
I hope d2 will explain a bit more about these mysterious guys. They track down first and 2nd wave agents who oppose keener and all the other factions. In legendary missions these guys are working with rogue first wave agents to try and stop the 2nd wave of division agents. Who are they and what is their agenda???

I am more a fan of the idea of it being spetnaz alpha group, since it was their embassy that got attacked and depending on what was shown to them from their own servers that is the most likely situation and they want their scientist back, i see the point of it maybe being tier one or Delta guys who come in since they also are rumored to use Tomahawks.

god I miss the setting of the first game so much... snowy new york city and christmas time was just unbeatable... playing division 2 now and loving it of course but god, DC is just completely basic and boring by comparison

I actually mentioned to my friends that the hunters are the third wave to wipe out tracers of the division and any involvement they had with the government etc to prevent them from going rogue. I thought about it before this video and tbh it resonates perfectly
Especially since they saw Keener was Rogue and they didnt know until the second wave came. Then Keener leaves and the second wave...isnt needed anymore after youve taken down the factions
This was the BEST breakdown of my favorite division mystery. I hope it's the 4th option or even the cut off agents from wave 1. Either way I really hope they expand the lore in div2.

I'm thinking more theory 3 but slightly diffrent. Again only slightly. The hunters are the clean up crew from the government, all agents are classified given advanced technologies and sent in to reestablish order. With the hunters established in survival to me this makes the most sense. By the time survival hits the second wave has essentially completed that mission. A strong Base of operations has been established, the JTF has regained strength and a foothold back in the citynot to mention has leadership again, most gangs have been mostly destroyed with there leaders eliminated and the whole point of survival a potential cure (aside from all the notes and research already recovered) so mission accomplished but now you have all of these classified agents who have been given essentially unlimited jurisdiction to accomplish there goal. As well as the agents now know classified details of what happened what is the easiest way to strip power and ensure information stays on need to know basis and only the story you want is the one released. Elimination of all assets that could compromise it also the government probably wants to cover up that they have sleeper agents inbeded inside our population. The watch trophy simple it contains id and gathered information, it's recovering classified Intel and serving as a roll call of all deployed agents to make sure they are silenced. Just my thoughts on the matter.

Great Job! Can’t wait to see the Hunters in Division 2! Blame the Hunters on Colonel Blitz; He “Died” so he could be/activate the Hunters. Colonel Blitz was tired of the LMBs rules and limited scope. He formed/used the LMB to gather intel and see what forced on force with Division agents would be. The Hunter project was a DARPA Black project and the unit is under Col. Blitz command. The Hunters live and train in a secure Bio-Sphere and completely isolated not even internet or TV access. The training they go though is Military special forces and astronaut training. DARPAs primary goal was to create soldiers of the highest caliber for on world and even off world combat missions. This information is classified; regrettably I am not authorized to divulge top-secret information to you.
I like the 3rd theory the most. Would explain why many agents go Rogue if they were to find out who the Hunters really are. Another reason why as an agent, I'd go Rogue as well.

I thought that too, that they're Elite agents themselves within the Black Tusk. But they will engage them too it seems. The four you can spawn will attack any and all people, including Black Tusks. But if there was a faction they'd be a part of, that was my guess as well.
I don't think it's bad for Hunters to be in the underground. They never fight alongside the hostile factions and appear a short time after you clear an area. My theory is that they are constantly tracking your movements and waiting for their time to strike in the underground.
WSP Hunters are ridiculous though.
I think the hunters are like the clean up crew I think that they are there to eliminate all traces of the collapse you know the brush to sweep it under the rug

One more thing about Hunters, in the dark zone, they fight and will be fought by any other faction. In underground, you don't know if they fight other factions because they won't attack until all NPC's are killed (even roaming patrols of other factions) and it's only agents that are alive. But West Side Pier is about factions coming together, even Hunters in resistance..

The new lore on Hunters are basically this.
Calvin McManus (which is head of Homeland Security) possibly noticed and disliked the SHD for that he doesn't have authority over the agents so he made himself a new Division that are similar to the SHD in every way.
I don't know how long the Hunters were hunting Agents so I'm gonna assume the night that the Dark Zone was lost is when the Hunters started hunting agents (the first wave)
It is possible that Natalia and Calvin are in a alliance together. Natalia with her Russian originated PMC called the Black Tusk "secure" America so that Calvin would be in authority over America (with his Hunters)
Black Tusk do have a program called "The Hunter Program" which sounds like a training program to make soldiers in Black Tusk become a Hunter
It makes the most sense to me that the Hunters are a completely separate part of the Division, used as a containment for agents who have gone rogue. They target First Wave agents because most of the ones who are still alive are rogue, but they also don't want to take chances with the Second Wave. They are a step above us, and the Division didn't even tell us they existed. This is why they have better gear and weapons than us, this is why they can disrupt us, and it's why they can wear a mask without a filter (no, there is no possible way that the Hunters fit a filter into those masks.) because they're a step above us, they already found the cure, and they don't want us to get it too, and to avoid being called traitors, they simply have to tell everyone that the situation was too bleak to try and save anything, so they killed us.
I hope they expand more story on the hunters in the upcoming content. It would be awesome if they add more hunters for us to track down 🤓🙏 here's hoping.

@@papurrurru , you need to try Survival DLC, it is amazing, nothing else like it. You dont have to worry bout player population cause you enter in and select GAMEFINDER not matchmake and it will put you in a lobby from a few seconds to 6 minutes max. Then get ready for a unique experience !

I myself have a different, although somewhat similar to your Nr. 4, Theory regarding the Hunters.
I think they are an Elite LMB unit that was created and, after Aaron Keener's betrayal, sent out to kill Division Agents.
They were created as Col. Bliss grew increasingly suspicious of the Division Agents under his command and became increasingly anxious about the progress the Second Wave was making.
Firstly, the LMB has a motivation to kill both First and Second Wave Division Agents due to the 2nd Wave interfering with their plans and Aaron Keener and the First Wave betraying them during the UN Assembly Mission.
Secondly, the LMB has had access to the technology of the First Wave due to Keener's cooperation, allowing them to reverse-engineer some, but not all of the gear, explaining the somewhat limited selection of skill the hunters have. If they were the Third Wave, I think they would have either additional or improved skills ( just like the second wave has over the first wave) or use skills that make it less obvious that they are Division Agents. The LMB also have functioning EMP technology in use as grenades by their Rushers, similar to the disruption tech/EMP pulses Hunters use.
Due to the betrayal, they no longer have access to the SHD network, thus the Hunters have to collect Agent watches for information.
As a third point, this also explains the extreme brutality, or rather, ruthlessness, the Hunters display when killing Division Agents. Thia also matches with the "revenge" motivation against Aaron Keener in your 2nd Theory.
The Supply Drops could be delivered by an LMB splinter faction that has control of some LMB aircraft, or they could be unrelated to the LMB,
This would also explain their appearance, white tops with grey/brown pants or camo uniforms with added black protective gear, a color scheme found on many LMB soldiers (Grenadiers, Elite Riflemen) and the use of face masks, as all LMB units cover their face.
I'd love to hear your thoughts on this and if you have any comments and, of course, counterpoints, I'd love to discuss them.

Awesome video dude! I hope we get more story for the SHD and the Hunters in TD2 as well (I'm a story hound)! On the Division subreddit, I combined a few of these ideas into a theory that is pretty similar to your 3rd Wave theory. However, I had this 3rd Wave as a check to the 1st & 2nd Waves' sweeping powers, created by the SHD to stop agents turning into mini-dictators and so on, and to be activated to get rid of the rogue agents.
However, I posit that the enemy within the government (mentioned in the TD2 trailer), activated these Tier-1 personalities to get rid of all of the Division agents, on the pretext that they are all rogues. It's not a perfect theory, but it provides some backstory. Like you say, I doubt they're Bodark/Spetsnaz as the Green Poison is a global catastrophe, and the Russians will have their hands full maintaining internal order, never mind subjugating the US.
I also hope that TD2 includes ECHOs (assuming they're going to use ECHOs - that was a cool story-telling mechanic) that point to the origin of the Hunters.

I find the third theory the most plausible.
Now that we know hunters are actually part of homeland security and are led my McManus I’d like to think hunters where actually meant to be division agents but showed great combat ability and deadly tactics they where pulled from selection and organized into a more secretive organization “the hunters” they where given armor and the combat masks to hide their identity and better firepower to make them more effective in combat with the added bonus of having them fitted with SHD tech
EDIT: I also think the collecting of Agent watches and Isaac uplinks could be either a sport for the hunter’s collection watches as trophies or they collect them as a form of intimidation the division and its agents ain’t a secret everyone knows them and their icon watches and if I saw a dude heavily armed with these watches all over his vest I’d avoided him

I think the third one is out completely as in Tom Clancy lore WW3 does break out and The Division is smack in the middle of it which is another reason why the Government couldnt do too much. If your wondering the War is between Russia, United Europe and the USA. This is coming from a Tom Clancy game called Endwar which explores the WW3 and it is mentioned that a Smallpox Virus has broken out and is being quarantined. I personally like the Fourth option the most as well as the last thing the US government needs is highly trained killers going rogue
Edit: I think its also a possibility that they could be older Ghost Recon Operatives? They had stealth technology and generally fit in with a lot of the requirements for the fourth one. The reason for this is that most Ghost teams were put onto JSF ( Just another American Special Ops ) and the older ones who maybe werent necessarily fit for full on combat with a superpower with better or on par tech so were put in to fight with rioters and considering they have elite government and military training along with years of war they could be more than capable of taking out an agent. They also worked in small teams effectively and could have been put in the Dark Zone to help out with the wall during the time of the JSF prime. They would also be extremely loyal to the country and the viciousness of the attacks could be old grudges or PTSD even which is why they weren't able to be put into active combat. The supply drops could just be general supplies for the Ghost team depending on who they are hunting as their sole goal might not be to kill agents. Anyway im blabbering on and i think its a bit of nonsense anyways but its fun to speculate.
one problem is that the division is not part of the "canon" story, there are two universes in the Tom clancy "canon"
ghost recon, splinter cell, hawks, rainbow is the real canon universe.
the division is a what-if universe like what happen if all fails.

i support the third theory the most. in ghost recon: future soldier there are two factions. the ghosts and bodark. i feel like they are bodark operatives not only because it was in tom clancy's lore but because on back of their lower leg they have ballistic knives and the only group of armed forces that officially used ballistic knives were the spetnaz, so if bodark are rogue russian special forces then it means they were once spetznaz and had used ballistic knives before and had also received advanced combat training in their training. but the only problem with this theory is that the masks in the division 2 have names like "midas" it makes me seem like there is a possibility that they are either third wave or something completely different

I thoroughly enjoyed the breakdown of the hunters and possible theories. I never met them in division 1 but questioned who they were in division 2 with the first meeting on a mission. They were never really explained as to who they were, abilities, or motivations and I questioned why.

Nope I was wrong, it was a mashup I put together using a number of different tracks of the The Division soundtrack.
The music I use with most videos is usually from the game's soundtrack, but I modify them (sometimes quite considerably) to work with the footage.
Can't imagine encountering Hunters in DZ. Imagine you minding your business in DZ and suddenly ISAC goes"warning high level threat detected nearby", then your HUD gets jammed and guns goes blazing...

Trash VideoCommentator I love reading books and have always wanted to start reading Tom Clancy just because I love the games so much.
I think the hunters might be rogue agents working as mercenaries for the other factions, the Black Tusk in particular, or even Keener in some aspect, who specialize in killing SHD agents.
I mainly have a few reasons for this theory:
1. They don’t seem to have any goal other than killing the division. This could come down to the others theories mentioned, but it could be them either building a reputation, testing their skills, or they’re stirring up trouble to give Keener a smoke screen to work. And once they move to DC, they seem to do less, only coming out when summoned.
2. The ways you summon them could be seen as meeting locations, with specific codes. For example, one trigger for summoning the hunters is found in a tunnel where you find a laptop and an echo of the Black Tusk sabotaging the SHD network. After triggering the laptop you go to a location on the map above the laptop, where you shoot out a light to summon the Hunter. The location could indicate the Black Tusk has had some involvement with the Hunters, the laptop could be a way of letting that hunter know to meet them at the location, and the light could be used as the “all clear” signal to meet.
3. They don’t seem to have a uniform that makes sense for a Black Tusk unit. They may work for them, but given the design of some of their masks in the division 2 and WONY, it doesn’t make sense to have a dark unit of yours that meets in secret to have such extravagant face masks; that is unless they want to stand out to appeal to others who may want your services. This could be their way of branding themselves and the Black Tusk, Keener, or whoever just decided to take them up.
4. The watches could be a way of them showing off their work to potential clients, as a sort of resume, proof of kill, status symbol, etc. After all, I’d assume if you’d want an effective killer hunting division agents for you.
I could be wrong but that’s the best guess I have. That’s my two cents worth, hope you all agree.
As much as I need to know who they are I hope the identity is never revealed. When it is, their mystery and awe is completely lost.

Considering that the loot everyone picks up from supply drops is usually 3 items, it's fair to assume that the Hunters are one step ahead of everyone when it comes to getting the loot earlier which means they get the location of the drop zone before everyone else does.
Faye constant battering about supply drops makes it clear, the Hunters are the Third Wave tasked to seek and destroy First Wave agents as well as Second Wave agents in a way to maintain secrecy as they cannot be seen fighting other agents, it's also fair to assume that most of their targets are First Wave agents due to their betrayal.
There's many things in play when comes to the Hunters, one of them is their covered masks with different paints, for an example one of them has black/yellow colors together to make themselves look like a Cleaner, another has a NVG goggle equiped to make himself look like a LMB soldier. They are multi-tasking and they aren't out for First Wave or Second Wave agents, they're out for *everyone*
Still the theory stands, the Second served their purpose now the Third's up for a massive cleanup operation.

I am more a fan of the idea of it being spetnaz alpha group, since it was their embassy that got attacked and depending on what was shown to them from their own servers that is the most likely situation and they want their scientist back, i see the point of it maybe being tier one or Delta guys who come in since they also are rumored to use Tomahawks.
