Actually, Osaka is the second largest “urban area”.
It is difficult to know what "city" means, but Japanese "shi" (commonly translated as "city") is sometimes narrower than the actual city itself. The most populous "shi" are Yokohama-shi, Osaka-shi, and Nagoya-shi, in that order(Tokyo is not “shi”). However, as actual "cities", Tokyo, Osaka, and Nagoya are the most populous, in that order.

大阪は東京には及びませんが、2番目に大きい大都市でしょう。戦前は、一時期、東京(現23区)よりも人口が多く、大大阪と呼ばれていました。しかも、難波宮が発見されて、日本最古の都があったと言われています。其れはともかく、見事な動画でした。有難う。
