Jika-tabi were made for construction workers, guardeners, and if you didn't want to have Zori or the straw saddles over regular Tabis (which are like jika-tabi without the rubber) at Buddhist or Shinto Festivals. That is why the English translation for the jika-tabi are as such.

Boots are loose on top cause you are suppose to tuck your pants in.

You could probably sew in another string to the boot on the last centimeters of the boot to close 'em tighter there.

Some questions
Are you still wearing em and if so, are they good for exercise?
The measurements seem confusing as I'm a 13 as well, what size did you get it?

These shoes the guy showing are made for going in the ocean . We use them all the time fishing here. Those shoes have to be that malleable to walk around on the reef including the heel. It helps your foot Get Grip. Wearing these shoes out of the water sucks because they're very hot.

The tops of the tabi are meant to be looser because they're designed to have your pants tuck into them.
