Yes ..the motor is a dc motor..if the motor turns in one direction then the spring will get compressed by the action of screw and nut arrangement via the clutch mechanism. When the motor turns the other direction then the spring will extract.

Spring force is controlled by electrical motor....for regulating speed, in case of droop action, droop feed back arm will adjust the spring force
