    To calculate the total force required to move the rail, do we have to add this force with Rolling friction Force on each wheel?

      Then answer is yes. But that is why trains are so efficient moving freight. The rolling friction is very low since there is so little deformation of the steel wheels.

    Why didn't we account for the moment caused by W?

      W acts directly over the axle and doesn't cause a moment.
