Remember they had fragments of a script from the old telltale and they had to most likely start from scratch on terms of engine capabilities because old telltale was gonna use Unity instead of Unreal Engine. Then game development takes a while as well lol

If it does come out anytime soon in the foreseeable future, I hope the gameplay is somewhat better and there is at least some degree to play. Telltale Games' games often lack in the department of games and sometimes even storytelling, which is where it supposedly specialized (or specializes) in with titles like The Walking Dead, Tales of the Borderlands, Guardians of the Galaxy, and more. They should add more diversified combat that aligns with the abilities of the characters in my opinion like elaborating on Bigby Wolf's transformation phases and how that is handled and expanding on the scripting they use for elements like dialogue trees. They could expand with ideas like dialogue trees to make the gameplay more nonlinear. Those are ideas that I see the game being exponentially more enjoyable on if implemented. Of course, Telltale's other games have some degree of nonlinearity where challenges can be completed and conquered in other sequences, but the dialogue remains fairly the same and the game is still fairly linear with little to no difference in endings, forming the illusion of choice. I feel like a game with dialogue trees could expand on the mystery aspect and expand the game drastically with features that allow a player to manually interact with the physical droppings of the game like evidence since the main character, Bigby Wolf, is an investigator and everything. A nonlinear game will allow greater player freedom than a linear game. For example, a nonlinear game may permit multiple sequences to finish the game, a choice between paths to victory, different types of victory, or optional side-quests and subplots. I'm not talking about freeroam, but I feel like something split between free roam and a somewhat linear storyline which gives players plots distinctly related to the main plot with dialogue trees and nonlinear gameplay could be more engaging and interesting for the players.

Yes. Unreal engine is capable of shaders like the telltale style cell shading. The borderlands series is on unreal and it has a similar art style. Look at games like life is strange, Batman games and gears of War. They're all on unreal but they all have different art styles.
They said in an interview a while ago that their next step after wolf would probably be a new IP. So, not sure when they'd work on another Batman but it is likely to happen tho

Taking this long with production and using unreal engine... I hope the gameplay and actual CHOICES will be atleast semi triple AAA quality.

But if Sony buys them, will they still be able to make a Batman game?
Depends on if Sony would want them too and DC still wanted to work with them. DC also owns The Wolf Among Us as well tho
