it does ,it pretty nice to have around for chasing target while pressuring or when u get slowed 30 % ms even up to 50% it does help.. plus i even use t3 addon ms on awaken for 10% ms

Is there pvp where gear doesn't matter as much? Maybe equalised arena or something? Or like brackets of gear and you fight ppl in same bracket?

Sorry for very late reply , yes alot of bdo pvp content are capped gears like arena is equalized and nw(big battle) are capped for very new player friendlt lvl
