You can always use AA/PA/PS to cancel out of anything, including an ACS stagger. You counter that by using your own AA immediately after your opponent.
it doesn t work for slicer, chainsaw and other multihit weapons. also you can extend stagger time with a hard hitting weapon like a shotgun or a lcs, then the oponent can't pop AA or PA

The AI Arena actually sets you up for failure in PVP. They input read you, dodging things like pistol or rifle shots to your exact time, yet they will get hit by attacks that have warning indicators, which PVP players will do better at dodging. The movement of a human opponent is completely different, and a PVP target is far better at using distance. You will need to forget everything.
There's one more reason why the chainsaw is inconsistent in PvP. Simply put, the enemy is not where he appears to be. Everything you see from the enemy had already happened less than a second ago.. Where the enemy is on his screen matters. Even though landing the hit on his ghost will cause him to take the hit, the damage dealt relies on where the real him took the hit. The chainsaw's damage is depends on how much of its hitbox you've shoved into the enemy. Unlike other melee weapons who'll do full damage upon barely touching you, the chainsaw will do less damage the less the hitbox is touching the enemy. Even staggering the enemy will not fix this issue. You need to hit the real him to do full damage. This also proves a lot about how online works in this game. It's why mr.big boots boost kicks land on you even though you are 150m away from it. BTW, missiles are not subject to this at all. They will go after the real enemy, even though on your screen they are going to his ghost.
