Only saturn 's aspect (either it 3rd/7th/10th)on Venus does not creat delay.... Check 7th bhaw, 7th lord and Navamsa lagna, Navamsha lagnesh ,along with Venus (general karka for marriage either the jatak is male /female).

The 6th house is loss of 7th house Because it's 12 places away from the seventh. So when u are running the dasa antardasa of the sixth Lord and there is not connect between the 6th house and seventh house through aspect or conjunction then during such period marriage becomes less possible.. Similarly the 12th house is 6 places forward from the seventh so during the period of the 12th Lord ( also consider that there is no connection between the 12th and 7th house possibility of marriage is lesser) also through transit if the 7th Lord is in the 6th house then also there can be delay marriage. These are certain conditions

U have to see degree of both planets and also see whose nakshatra Jupiter and Saturn is placed. Depending on whichever nakshatra and strength of nakshatra Lord u can assess which planets aspect shall be more powerful. You have to also assess the strength of the two planets in d9 chart also
