I don't like this scene. Right after playing this song, Sonny and Annie talk to those the three tourists who happily tip them, praising their performance. Sonny, who is a Dutch immigrant, and has only lived in Treme for about a year before Treme's pilot episode. Somehow he feels entitled to berate the three American tourist who dared to visit a part of their own country. This would be like me (an American) going to Gravesend, England to live/work and berating someone from Manchester for visiting "my city".
Nobody liked Sonny in season one. Drug addict, abusive boyfriend, loser. But over the course of 4 seasons his was the biggest redemption arc and it was great to watch. I guess that was the point.
