The cosmic MS scaling from 25-60 (lvl 1-18) to 40-60 (lvl 8-18) is almost identical. It's 1 more MS at level 8 then an even smaller difference up until 18 where it's the same. The real buff is the 100 HP the item's getting.

Minish i play singed and my buddy plays yuumi we duo botlane and i was wondering what build u would use for that and what is the best items/runes for this combo and not having mana problems? The build i went was aery, nimbus, celerity, scorch. Revitalize, second wind adaptive ms shard scaling hp, items were roa, lyandry, cosmic drive but i would've went ryali if i felt i needed it.... i wanted to go warmogs first but was scared of mana problems so went roa any suggestions?

Maybe you could buy an early mana regen item? Either the 250 gold or a component. Then just build the best standard singed items that suit botlane
