I read in an interview with Joey that he wrote this song for singer Lhasa De Sela after she died of cancer.

Thanks for that info, I had to go read about it after your comment.
There seems to be some discrepancy between your account of the origins of the song and another written by the drummer for Calexico, John Convertino.
John said it got it’s name from a series of paintings by their friend Neo Raunch, Para meaning Stop.
But love investigating means of lyrics.
