Pretty sure that the arcade owners know about the rubber bands because they are intentionally left on the prizes , it's to make it easier for players to win some claw machine owners want to give everyone a fair chance of winning by putting rubber on the claw or on the prize.
The funny thing is, I believe the rubber bands are on the prizes to make it more difficult to win the prizes. Since the prizes are large, if they did not have the rubber bands, a player could get parts of a prize over the prize chute little by little until they eventually win. The rubber bands prevent that since it makes the prizes more compact and when they fall they fall straight down or bounce off the prize chute. It is also possible that the rubber bands are meant to make the game easier, but who knows. As long as we win, we don't care. haha
