you should test blast against mix comps, since when you counter the pure damage from the champ gear might be better, yet when getting countered the emp gear will surely do better, since the enemy is dealing less dmg. but we cant know for sure without tests
The non emp gear could be better in castle rallies because in a 1v1 against a strong account the debuffs are more effective compared to attacking a castle with lower stats

Debuffs alone are a massive upside to emp gear. Add in the extra army attack and hp and emp gear is better than any other gear, be it blasts or mix.
