He literally used Mon-chan as an example to explain Star and Stripe's Quirk, that's PURELY him at the moment. He literally used "Ore" to refer to himself during the whole internal monologue, "Boku" belongs to AFO, which ONLY came out AFTER his exposition. So saying Shigaraki is not intelligent is OBJECTIVELY and factually wrong in every conceivable aspect way shape or form, his intelligence is also canonically 5/5 in the databook

She removed the super strength on herself there. The two active rules were the Air being hardened 1000x her size and the lasers will combine into one.
