You are right. It is probably an unsold commercial break, and it was easier for the engineers at WFLD to just put the ID on for its duration. If other footage indicates, WFLD was usually off the air earlier than this, so it was a simulated sign-off, as indicated by Jim Barton's announcement during the news promo that regular broadcasting would resume at 6 AM.
As you can see by this slide that this ident is similar to WNYW-TV (channel 5) in New York City and other stations where they used that variant of this ident.

summer 1993, the last time WFLD FOX 32 in Chicago signed off, they haven't shown test patterns again in almost a quarter of a century now.
Loved the old movies ch. 32 ran and the bumpers were very well done.

That was the year Married With Children aired on Fox and the first show on Fox and of course set in Chicago.
