I feel the ending would be better with either the Leviathan or the Deity. The anglerfish gets obsolete as soon as you leave the first area as not only do they not show up anywhere else, but at that point you can outrun them even if you do encounter them.
I think the point of the Angler showing up was to show that the Fisherman was racing to return to shore and civilization. The Angler appears as an enemy near the starting area. So it shows he almost made it home... until the Angler caught him. Plus it's a perfect parallel to his role as a fisherman ("The Angler has caught the angler")
