Because priyanka srivastava judgement came in yr 2015 about affidavit to give in 156(3) it means previous to this no requisite condition to give affidevit was prevailing. Is it so pl clarify at the earliest.

If there is resion to belive that cognizable offence is committed court can directed to Police station officer to investigate the matter and report under section 173 of CrPC it's basic defination of 156(3)
and there is no atomatic arrest so there is no question of harrasment
