I like shen, but I play more in the top lane. Would this building work there as well or would I change anything?
In top, u need always resolve runes and sunfire, others are what like🤸♂️
Why build heartsteel as a 3rd item? He's even in the jungle. You can't get stacks. I'd prefer sunfire over heartsteel in that case or even Amouranth.

I believe heartsteel only gives you an extra 5 max hp when activating it. Buying a tanky item gives anywhere from 250 to 500 hp, which is way more than you would be able to get from buying heartsteel first and attacking champs. You would need to activate heartsteel 50 times just to get 250 max hp (or 100 times to get 500 max hp). This would take a lot longer than just farming for gold and buying an item that gives you the bonus hp. And most items also give you other stuff like CDR, MR, ARMOR, etc. so its more effective to buy heartsteel AFTER buying the items for the HP.
It gives you 700 HP up front. Seems weird to buy it in the jungle anyways since it’s harder to stack but then waiting to build it your third item just means even less stacks
