Because the sister said herself she doesn't know what he did to her friend sister he has no violent pass, wasn't accused by the last victim and now years have past and the police could just think this is 2 girls trying to defame a man for no reason and they have to prove he is violent and has a past so they can charge him. It ain't that easy to just go to the police say he is this and that and he gets arrested they have to back their argument as every statement gets recorded and put in trial to use against them in court.
