With the horn its prob. a broken or corr. wire at the coupler down below. i worked for VW and Audi Dealers for 33 Years Starting back In 1972 so i saw and fixed a lot of things on Air cooled Vw's back then

@@chinabluewho maybe some later years in Europe, they stopped selling them in the states in 1970, but they continued production until 79 in Germany.
