Great battle but, there is actually a Final Version of New Madness Mario: He's quite new, updated few days ago. Just search it up on youtube.
Said final version is really huuge in terms of quality when you compare the one that you use and the newest version.

I managed to change it in the Mugen.CFG file.

At which line of code? Do any of the notepads in your copy of M.U.G.E.N. ever specify?

The CFG file is located in data folder of the Mugen Screenpack. And, where it says the line 'Time =' You can change it to any number you want. But, it will be stuck on unlimited time when you try doing some cheap characters battle.
