Parliament last week passed a motion in the plenary, demanding that Uganda’s envoy to Burundi Matayo Kyaligonza is recalled after his guards reportedly assaulted a traffic officer. While the motion is not binding on the Executive, the decorated bush-war General could still be reprimanded for his behaviour. For an officer of his standing, this incident is no surprise to some commentators. Research shows that soldiers, who are brutalized by war experience, tend towards violent behaviour, especially if they do not receive counseling.
