This is totally ASMR I was struck with couple of paragraphs of Griffiths about what does the physical representation of time independent Schroedinger's equation show. But you cleared my concept like Water of Baltic sea. Well here he is talking about the 0 spread in total energy of any stationary states. As the variance comes out to be 0 and any dynamical variable should not have any dependence on time so we can take up that condition to show which state to choose as soln of TISE and which to not

Is it correct to say if a system has constant and well-defined energy then it will also have a well-defined position or momentum?
Not quite: first of all, position and momentum cannot be simultaneously definite by the uncertainty principle. Second, the energy discussed here isn't directly related to position or momentum (by virtue of the fact that it includes the potential in addition to a momentum term in the kinetic energy). That's why a definite energy does not necessarily correspond to a fixed x or p. Hope that helps!
