That "One-Punch Man" is Da Wei, the CEO of Hoyoverse. They use him quite often in anime and events as a comedic villain.

ELFs are basically humanoid forms of certain weapons (Not always the case, as we see in Bella, Sirin's Dragon) in Honkai. Jingwei is a pair of pistols, Blood Embrace is a cross weapon, same with Selune.
Elf Kevin was made by Kevin holding 1% of his power. According to Rita, he's equal to Durandal in strength. (At least at the point when they first encounter Elf Kevin.)
I seen so many take the 1% of the power literal XD, I take it as a gag as many things in the Londoy Holiday manga (well as other things in Honkai manga that are there just for fun and just some are literal) acording to Bianka she just took some bruises from the battle and even liked the ELF as a parring partner because it can take her punches, the thing that make her go full power was when the ELF tried to dump the train in the sea of quanta and Bianka jumped in and had to carry it out
I love how the devs know community jokes and memes and aren't afraid to joke around with us. BTW, you should try to hit lvl 80 before next patch if you're interested in getting the art book.
In 6.8, you can do a bunch of missions to earn the physical english copy of the honkai artbook vol 2.
Elves r pretty much the pets in honkai impact. U will unlock them in a certain level. They help u in battles.

I will say that this thing is pretty much jam packed with inside jokes that the captains get so thats probably why its so many peoples favorites, like a few for instance is that Magical Girl Teriri is based off of several events where theresa side gigs as an idol and hides it from everyone else but it was a running gag for so long that theresa got the magical girl skin. the bald guy with chinese letters face is Da Wei, the CEO of Hoyoverse who has been a running gag for a long time that hes just a greedy boy who wants to do greedy boy things (like tearing down the school and start a condo) hes not but he gets a kick out of being portrayed like that. Another one is Tesla having PTSD about being an idol, that is referencing the first Stan Wars event where they basically had a popularity contest between Ai Chan, Raven and Tesla to see who would become a playable character. Raven won by a landslide so thats why shes in the game as a playable character and not just a boss/etc and Tesla came in last so its a joke where she wanted to be an Idol but failed so hard that she got PTSD from it.

Prior to Academy there was an event called Stan Wars. Basically an idol competition between Tesla, Raven and Ai-chan. Raven won

35:48 ah yes, i remember the Stan War event on Honkai Impact 3rd. Ai-chan, Dr. Tesla, and Raven were competing who will have the most Stan War Idol votes from captains around the world via in game event. spoiler, Raven won and it was her guaranteed win considering her amount of votes compared to the other two when it started lmao.
maybe she lost against those to on Stan War Idle but she won of Welt heart and become his Husband even though Welt searching for milk in other bubble universe
One scene from the second episode was a reference to a video called "When Mama Isn't Home / When Mom Isn't Home ORIGINAL (the Oven Kid) Timmy Trumpet - Freaks"
At 35:35 is a reference from an event two years ago. Tesla, Ai-chan, and Raven competed to be the best idol (this was before Raven got released as a character). The players got split into 3 factions and had to fight for territory and earn votes for their favorite participant. The winner of the contest will receive a stigmata set. Revan got the majority of the votes and every player that participated received a stigmata set of Reven wearing beach clothes. Tesla got second place and Ai-chan the third place. That scene was Tesla remembering how she lost. It was a very fun event.
BTW: You should read Second Eruption, the first 9 chapters will be much better if you read it first.

I love this anime, its so insanely fun and over the top yet also connects to the game in a good way.
I would love a new season of it with all the new ELF's that came out over the years.
The ELFs are all based to fit with certain battlesuits, like how Bloods Embrace goes with Lunar Kindred, a Theresa battlesuit.
All aside from Florid Sakura are ELF u can gather once u unlock the feature ingame, they are support characters who float aside your characters in combat using their own attacks and ultimates, like healing or shieldbreaking.
U get Jinwei's Wings u get for free, and Blood's Embrace u can get via fragments, the rest is gacha only.
Its adviced to not pull for a Elf unless u are certain u want them, couse while their banner is cheaper then that of battlesuits, u also get less from them and it can take forever to get the one featured.
I can't wait to see u play the game :)

lvl 40 or 50, Elfs are not hardcore Endgame like Pri-Arm Weapons

This part 35:35 where Tesla is getting beaten by a big cabbage and raven is a call back to a stan wars event they did a good while back. During that time Raven won by a massive landslide and Dr Tesla was dead last. Ever since then it's been a community joke that she is traumatized by it and the devs make fun of it too. XD
Well they showed here the results from the global but I think Ai-chan won in the CN iirc, but well yeah Tesla lost in both so thats why she had ptsd

So when Tesla was insisting for her elf to be an idol after invisioning that flash back, basically there was an idol event on honkai where there was 3 factions Ai Raven and Tesla, and each captain can vote for 1 and Tesla ended up last, thats why they added it, its cool for them to add it

I agree! I personally like the Japanese dub better, but I know a lot of people don’t, so having an English va would definitely help the game

ELFs are Equipment Life Forms. In game you can find them on the bottom right of the Bridge to the left of 'Supply'. They are level gated... but I don' remember what level you have to be to get to their menu. I have three. The ones you are 'given'. Jingwei's Wings (the teacher), Blood Embrace (the 'main' student) and Water's Edge (the martial arts Master).
I highly recommend the idea of scheduling Honkai Impact 3rd livestreams on YT or Twitch and saving vods

Just small fact: there was Stan Wars in honkai right before ELF academy was released and the participants were Raven, Ai-chan and Tesla... And Tesla (red-haired scientist) got the last place. So with her inferiority complex she order ELF-Tesla to become idol
About others -- Blood embrace was ELF version of signature weapon of vampire-Theresa. Bella is ELF version of the dragon boss (Benares) and her queen is Sirin -- the 2nd Herrscher and origin of the half of Kiana's genes. Book of Fuxi or XiXi is ELF version of one of FuHua's deceased friends that helped her throughout project Amber.
Also -- ELF-Tesla first appeared in one of the most tragic events of all the Honkai Impact 3rd. Imagine hundreds of futile attempts to save one girl... just to see her dead under the night sky when only light of fireworks illuminates that girl's lifeless eyes...
