Apple has closed it,
So you won't be able to update it to iOS 13,
But if you want ot update it to iOS 13,
The only way out is Jailbreaking it,

Cause it supports this version, iOS 13 is built for newer technology, and you have to upgrade the phone model to keep updating (ex I have a iPhone 5S and it have a A7 chip + it has 12.5.1) so only phones with a compatible chip can update their iOS versions.

As it seems that you're concerned with your iPhone 6 updates, I would like to inform you that Apple has closed beta updates for ios 13,
so you can no longer update it,
the only way out for ios 13 is jailbreaking,
which I don't think is right for an old device such
as (iPhone 5,iPhone 6) as it may brick/break your device.
