I bought this same one back in the day as soon as Daytona came out. The learning curve to use the wheel was pretty steep. But once I got used to it, it was perfect. It was so accurate that the skills transferred exactly to the arcade and I was able to greatly extend my play time.
Try the wheel with WipeOut 1, check the controller options. The gear shifts are Up & Down. You can also set the audio to mono in the option which increases the frame rate, a trick that works with games thst suffer with chop on many systems from Saturn/PS1 to Gamecube & Classic Xbox. Have fun! 😉
You can adjust sensitivity in Sega Rally, you're turning it too far there in the begining. The wheel works perfect for it. You can also adjust the column in and out by turning the locking collar
I got the official Dreamcast one to play Daytona on the DC recently, I wish it had pedals, It has a very strange button layout but it's very accurate and responsive.
Bro, don't ever use WD40 anywhere inside, outside or even NEAR vintage videogames (and really anything with any type and size of plastic). Lube gears with the smallest smudge of white grease, clear contacts with Deoxit - and beware of Isopropyl Alcohol too (some plastics dry out when in contact, some others I've manage to stain ever so slightly that I'm the only person in a room full of dorky gamers to notice it - not only does it drive me nuts, it also paints me insane 😅)

To clean electric contacts to ensure a good electrical connections in terminals, switches and etc, Deoxit or any dedicated contact cleaner. WD in WD-40 stands for "Water Dispersal", and it is very versatile. But it is known to degrade plastics and rubber, even sturdy ones like translucent acrylic. It is definitely good to give exposed metal parts a thin layer of protection against the weather, it does help loosen stubborn bolts and separate parts that might be stuck together due to rust and whatnot, but it is definitely not a panacea for all the problems in existence.
I heard this works well with Sega Rally and that there was a Dreamcast adaptor sold to pair it with that system. Shame there are no foot pedals but most of the wheels of that era had awful ones anyway so maybe not too big a loss...
I don't remember PAL Sega Rally being that sensitive, maybe I got used to it... Daytona with the Wheel allows you to use the forced oversteer feature the arcade has, (you can recorrect your line on a corner so to run much tighter by steering Out/In quickly). This feature is not present when using a D-Pad.

2:40 there is a collar under the wheel as well that, when loosened, allows you to adjust the wheel height (telescope feature)!

You missed the ability to extend the wheel, there is a big knob under the wheel that locks and unlocks the height adjuster.

The racing games are better played with steering wheel in the bumper or dash view. The controls are more precise that way because it's in the car.

Sega touring car is only playible with your racing wheel.
