I would've preferred Armin. There's no point in letting the dude that wanted to die the serum. Not to mentions all Armin's plans had everyone or most surviving. Erwin made a lot of casualties. He constantly challenged authority and brought extraordinary risk to everyone.

Erwin would have likely been aimless and defeated if he did get revived. His one goal was to know the truth, but there was nothing beyond that. Not only would it strengthen his resolve to ensure the safety of his people, but also to make sure that his fallen comrades did not die in vain. The man that successfully orchestrated a bloodless coup d'etat would be Paradis' most valuable asset. Meanwhile, Armin's dreams had nothing to do with Paradis' actual survival. He was still very naive and inexperienced, only expressing his selfish desire to see the sea and explore the outside world. And we eventually saw firsthand just how complacent and incompetent he was at being a leader or political strategist during the 4 years between his revival and The Rumbling. Armin is the one that was defeated and useless, with no tangible contributions toward Paradis' survival. Erwin was undoubtedly the much wiser choice to revive in this dire situation.
