@@vHollywoodZay- No, his feet *were* *not* moving. He had his feet set and then he moved his right foot *backwards* and he had it set again well prior to the offensive player's take off. Even if the right foot weren't set, it would still be a charge because he was moving backwards, not sideways or toward the player.
To get that charge you have you set still like a statue and he moved his hip at the end so thats a blocking because he still moved

"defender does NOT have to remain stationary for a player control foul to occur. After obtaining a legal position, a defender may move laterally, even, diagonally to maintain position but may NOT move toward an opponent."
So in the case of 1:38 , the defender has established position before the offensive player arrives. The offensive player then jumped into the defense and displaced him from his position, which is a player control foul (commonly known as a charge).
