First, both are heels, second, Roman barely showed up so there was NO title to cash in on, third, the contract doesn't necessarily say what exact title the briefcase can be used on, and fourth, the United States championship is a prestigious title, and ANY title in WWE can be elevated depending on the run. I don't blame WWE with this cash in whatsoever, they had to work with what they got. Theory ended up winning the US title later and elevated himself as a heel anyways. Even now he's still a big time heel with Grayson Waller as WWE Tag Team Champions, so I'd say everything that Theory was given has paid off significantly
