I don't understand where 90 degrees is. The steam wand (to me) looks more like 45 degree angle. Please advise.
Some machines don’t reach 90 but also 45degree is ok the most important bring the steam wand out and getting enough space to fit the jug and position the wand

How do I know that the 65 degree temperature has become hot?
When steaming hold the bottom of your jug when it becomes too hot that means it at 65-70
