I really love this animation, because it really goes out of its way to show repeated intense struggle in a stuck-together episode, even more than the 'Talespin' and 'Brandy and Mr Whiskers' scenes!
To get the whole context, try watching the original 3 part sources. But generally, the girl and the boy bought a special glue to fix a belt. They misread the instructions of how to use it and get it all over themselves, rendering them stuck together. As for how they got apart, the goo was apparently alive all along and decided to leave the two of them to play with the orange monster as seen in the end of the video.
