Yes, that is the default missing value. It should be treated as such in the analysis. I haven't used pspp very much, so verify that it is being treated as missing data.

You can add or change value labels in variable view. Click on the cell where the variable row and the value labels column intersect.

Carefully use find and replace in excel and match entire cell contents or use the data import wizard in SPSS.
