4 Player DKR without the cutbacks

For kicks I decided to revert the multiplayer tweaks that include:
- Disabling textured background
- Weather
- Background music
- Water waves
Because I'm an absolute master of comedy, I chose the second laggiest stage and watched the system suffer.
The glitchy graphics are because I've run out of buffer space for drawing graphics.
