I have lagna sandhi. Scorpio 29deg29min. No planets near to such degree except sun in Aries at 21 deg.

Got lagna and lagna Lord venus in same degree that is zero degree and Jupiter is in 2 degree and has its 9th aspect on lagna Lord which is placed in 8th house in moola nakshrta.

If i have ascendant at 10 degree and in 2nd house Rahu at 27 degree, jupiter at 11 degree and moon at 9 degree which planet is more closer to ascendant..?
Any planet near the ascendent degree or at the same cusp of ascendent degree have most prominent effect on your chart.and its helpfull in timing of event also.
I remember the day I got into Arguments and Fight was looking inevitable.
That day - Mars was in my asc. exactly at asc. degree

See take 8° as center -15° is the starting of that house n +15° is the end of that house or u can take it as beginning of next house
So here u got a difference of 11 degrees n hence the effect of that planet is not much

These degrees are not used like it is mrit or old etc
